In 1988, the Florida Legislature enacted the comprehensive Solid Waste Act. This act mandated waste minimization, conservation of landfill space, litter control and recycling. Counties were required to achieve a waste reduction of 30% by 1994.

New recycling goals are in place in accordance with 403.706 Florida Statutes. Each county shall implement a recyclable materials recycling program that shall have a goal of recycling solid waste from 50 to 75 per cent beginning December 31, 2014 through December 31, 2020. As a means of achieving this goal, the Brevard County Recycling Plan called for the implementation of a Recycling Education Program in Schools.

In August 1990, KBB committed resources in order to implement the Recycling Education Program for Schools. The 1992-97 school years included two different programs for the fourth and fifth grade level.
